SCORESF-997: All users are able to change the profile picture of other volunteers
Currently all users have the ability to change the profile picture of other volunteers, posing a potential security risk. Moving forward, volunteers will only be able to change their own profile picture. Client Intake Coordinators, Volunteer Intake Coordinators, and Chapter Managers have higher permissions and will be able to assist other volunteers with changing profile pictures.
