Applications not set to “Active” status if the profile demographic Information was the last complete

Currently, volunteer applications remain in an "Accepted (Provisional)" status, even when the "All Onboarding Requirements" field displays as "Complete." This occurs when the demographic information required fields are updated last. With this fix, applications in which demographic information is the final step to complete the provisional onboarding will be transitioned to an "Accepted (Active)" status, and the volunteer's status will be set to "Active."
