Events created in Zoom with the start time entered and not converting to chapter's time zones

We noticed that if an event manager with a different timezone than the chapter they are creating the event for creates an event and enters the correct time taking into consideration the chapter's correct timezone, Zoom uses the start time entered and does not convert it to the time in the chapter's timezone. The causes the email notification sent from Zoom to list the incorrect start time.
