Provisional Volunteers License/Profile Not Converting to Active

Reports indicated that when the status of a few provisional volunteers was changed to active, their user license, which grants them additional access, was not being updated accordingly. With this fix, a record refresh will now occur every hour to ensure that none of the newly activated volunteers are overlooked when their status is updated, thereby resolving the issue of the provisional volunteers' license/profile not converting correctly
