Users are able to create a volunteer records when creating a new registration

We've noticed that volunteers can manually create a volunteer record while adding a client registration. Users shouldn't do this because it results in duplicate and incomplete records, disrupting the automated process for creating new volunteers when they apply. Additionally, this violates our policy, as volunteers shouldn't register for events using their SVO email.
